[CGC] Report from Work Session with Wharf Developer

See the CGC website for a report that includes a video clip where Mr. 
Hodgson recommends that the Town purchase the wharf property.

Here are some highlights from the video:

2:23      Mary Roby says that the town should definitely own the waterfront 
portion of the wharf.  Not an easement, not just access, but we should own 
it.

2:46      Norman Pinder asks if we need the boardwalk.  We can just put our 
walking trail other places.  Let them develop without any public access or 
strings attached.

3:54      Mr. Hodgson says "I've got an idea, I've got an idea"  then "buy 
the whole thing"
            Mary McCarthy then says "I'd be happy to, how much?"
            Mr. Hodgson "I'd be happy to discuss it, just not here"

4:06      Norman Pinder "I want to look at the option of not putting a 
boardwalk in at all"

4:18      Mrs. Roby "you've got one park that's not maintained and not up to 
speed, so you certainly don't want two parks that you certainly can't take 
care of"

5:17      Mr. Hodgson "We're going to develop this property, unless, the 
town buys it"

5:25      Mr. Hodgson "We're business people.  We're going to sell it if we 
can make our money on it"

5:32      Mr. Hodgson "This property should be owned by the town, and if you 
don't buy it now, you'll never own it"

5:58      Mr. Hodgson "I'll sell it to you if you're willing to pay it's 
current value"

            Mary McCarthy "I'll be making a motion, if one of these two will 
second it, to buy it today"
