NOTICE OF PUBLIC HEARING
Queen Anne's County
Application for State Discharge Permit 05-DP-3323:
Centreville Town Council, P.O. Box 100, 101 Lawyers Row, Centreville,
Maryland 21617 submitted an application to renew a permit to discharge an
average of 542,000 gallons per day (gpd) (including 500,000 gpd in the
existing permit and 42,000 gpd additional flow) of treated domestic
wastewater from the Centreville Wastewater Treatment Plant located at 116
Johnstown Lane, Centreville, Maryland to groundwater via a spray irrigation
system.
The Department is proposing to reissue Permit with the following limitations
and conditions: (1) BOD5: 70 mg/l monthly average ;(2) suspended solids: 90
mg/l monthly average;(3) pH 6.5-8.5;(4) fecal coliform < 200 MPN/100ml
monthly average;(5) total flow: 542,000 gpd yearly average; and (6) total
nitrogen loading rates ranging from 14,428 1b/yr to a maximum of 23,996
lb/yr depending on the planted crop as follows: corn: 15,270 lb/yr (38-wk
average); soybeans: 20,200 lb/yr (38-wk average); wheat: 14,428 lb/yr (38-wk
average); hay: 21,719 lb/yr (yearly average); corn & wheat: 20,364 lb/yr
(yearly average)and soybeans & wheat:23,996 lb/yr (yearly average). The
following conditions are also a part of this permit: 1) The permittee shall
monitor groundwater quality via ten (10) monitoring wells and 2) The
Permittee shall update the nutrient management plan yearly to efficiently
utilize nitrogen in treated wastewater.
The Department will hold a public hearing on the tentative determination for
the above permit application on Monday, March 26, 2007 at 6:00 PM, in the
Cafeteria of the Queen Anne's High School, 125 Ruthsburgs Rd. Centreville,
MD 21617
Persons, who wish to present information regarding the tentative
determination may speak at the public hearing, submit written comments at
the public hearing or submit a written statement to the Department no later
than April 2, 2007. All comments will be considered in making a final
determination. Written comments should be addressed to the Maryland

Tien.
The supporting information for the tentative determination, including the
draft permit and fact sheet, may be reviewed by contacting Dr. Tien at the

an appointment. Copies of documents may be procured at a cost of $0.36 per
page.
Any hearing-impaired person may request an interpreter to be present at the
public hearing by giving ten working days notice to Dr. Tien at the address
or telephone number listed above.
